Rolleston-on-Dove college fields plan refused

Campaigners fighting the controversial application to build 100 homes are celebrating a landmark victory, after planners voted to turn down the proposals.

Burton and South Derbyshire College BSDC plans to erect houses on the field of the former Forest of Needwood School were dismissed by councillors who supported claims the development was in direct conflict with the wishes of the community as laid out in the Neighbourhood Development Plan.

Councillor Martin Blencowe said he anticipated the developer would appeal against the decision and it would be decided by the planning inspectorate. It has not yet been confirmed whether or not this will be the case

Rolleston on Dove Parish Council notice dated 13 November 2013

"This afternoon at a meeting with East Staffordshire Borough Council (ESBC) they have confirmed that the College Fields Planning Application is on the Agenda to be considered by the planning applications committee on Monday 25th November.

The planning officer will be making a recommendation for a "resolution to permit". The committee have three options, defer, refuse or permit. Once the committee have made the decision, ESBC must inform the Secretary of State of their decision. He will then consider if the application should be called in."

The Independent Examiners Report for the NHD plan was received by ESBC and Rolleston Parish Council on Friday 18th October with the following recommendation:-

"I am pleased to recommend to East Staffordshire Borough Council that the Rolleston on Dove Neighbourhood Development Plan should, subject to the modifications I have put forward, proceed to referendum".

A formal request has been submitted to ESBC asking them to make the recommended modifications to plan and asking that they arrange a referendum.

Pre-Submission Local Plan

East Staffordshire Borough Council is now consulting on the Pre-Submission Local Plan. The Local Plan proposes a policy framework to deliver growth in East Staffordshire including approximately 11,650 homes and 40 hectares of employment land by 2031. This Pre-Submission stage started on Friday 18th October and lasts until 12:00pm Friday 29th November 2013, and is an opportunity for everyone to provide their comments. Both the threat and the reality of large scale developments within the village and surrounding areas remains at the forefront of many people’s minds what with the College Fields planning application and news that Staffordshire County Council hope to develop farm land off Knowles Hill and Anslow Lane.
