Fourth Neighbourhood Plan ready for referendum

A fourth Neighbourhood Plan has reached the stage of being recommended by an independent examiner for a public referendum.

Cheshire West and Chester Council has formally approved that a referendum for the Tattenhall and District Neighbourhood Plan is expected that it will be held in October

Council leader and local member councillor Mike Jones said: “Tattenhall is a village under siege from developer applications and the Neighbourhood Plan I believe will provide a framework for sustainable development.”

The Plan - two years in preparation - was produced by a Neighbourhood Planning Steering Group including Parish Council members, community volunteers, Cheshire Community Action, and Rural Innovation with the help of Cheshire West and Chester Council and IBI Taylor Young.

Meanwhile, in a separate but related development, Communities Secretary Eric Pickles has allowed an appeal by developer Fox Strategic Land for a 100-home development on a greenfield site at Tarporley in Cheshire which the same planning authority had failed to determine the within the prescribed period.

He disagreed with the inspector who held the recovered appeal hearing and who had concluded that the scheme was premature in terms of the local development plan and would demotivate Taporley Parish Council which had announced its intention to draw up a Neighbourhood Plan.

The minister said the outline proposals would provide much-needed affordable housing. He pointed out that there was a significant shortfall of housing land in the council’s area. He acknowledged the Parish Council’s commitment to developing a Neighbourhood Plan but said that in the absence of such a plan “in either final or draft form” this factor was of only “limited” significance.

According to the Department for Communities and Local Government over half of English local authorities have now received applications to designate areas for Neighbourhood Plans. Herefordshire lead the way with more than 40 applications, Leeds 20, Mid Sussex and Westminster 19.
